Pick 16 MHz for an ATmega or Arduino build, 20 MHz to run a PIC at full speed, 8 MHz where you want lower power, or the kHz values for real-time-clock and slow timing work. Remember a crystal is passive: it needs the oscillator built into your chip plus two small load capacitors (typically 18-22 pF) to ground, and has no supply pin of its own.
