An eight-channel analogue multiplexer that connects any one of eight pins to a single common pin, chosen with three address lines plus an inhibit input. Because the switches are bidirectional it works as a demultiplexer too, and it passes real analogue voltages - not just logic levels - with about 125 ohms of on-resistance. The classic use is reading eight sensors or potentiometers through one Arduino analogue input, at the cost of three digital pins.
